Why are DAC members reporting part of refugee costs in their own countries as Official Development Assistance (ODA)? A good question. Here’s the answer:

Plus de 100 millions de personnes sont déplacées de force dans le monde aujourd’hui – chiffre jamais recensé auparavant. Les conflits armés, comme la guerre de la Russie contre l’Ukraine, continuent de chasser de plus en plus de personnes de chez elles, la plupart des personnes déplacées restant longtemps dans l’incertitude. Les pays à revenu faible ou moyen (PRFM) accueillent plus de 80% des réfugiés et des personnes déplacées internes dans le monde. Des politiques appropriées dans les pays d’accueil et une coopération au développement efficace permettent de trouver des solutions provisoires pragmatiques pour les personnes déplacées. Ces solutions provisoires sont gagnantes pour les communautés d’accueil comme pour les populations déplacées, l’intégration socio-économique offrant de multiples avantages.

There are over 100 million forcibly displaced people in the world today – more than ever before. Armed conflicts, like Russia’s war against Ukraine, continue to drive more people away from their homes, with most displaced people remaining in limbo for a long time. Low- and middle- income countries (LMICs) host over 80% of the world’s refugees and IDPs. With the right policies in host countries and supportive development co-operation, there is an opportunity to achieve pragmatic interim solutions for the displaced. This can be a win-win for the host communities and displaced populations alike, where socio-economic integration yields multiple benefits.

This year, we celebrate 70 years since the 1951 Geneva Refugee Convention was signed. While the Convention has aged relatively well since its inception and has remained relevant for so long, global developments have left their mark. Ever more protracted, mostly internal, conflicts make true solutions for displaced people scarce. As a consequence, UNHCR has sounded the alarm on the growing numbers of displaced persons, virtually every year for the past decade, on the occasion of World Refugee Day (20 June). As expected, the 2020 figures presented at this year’s world refugee day were no different.

Egypt has one of the highest numbers of cases of COVID-19 in the African continent and as of August 5th, reported 94,875 cases, 4,930 deaths, and 47,182 recoveries. To curb the spread of the virus, borders and entry and exit pathways quickly closed in March, as international airports shut down to most air traffic, as did the land border crossing with Sudan. Since then Cairo International airport has re-opened as of July 1st. Egypt is a country of 100 million people with around 259,900 refugees and asylum-seekers officially registered with the United Nations High Commissioner for Refugees (UNHCR). It also hosts an unspecified large number of unregistered asylum-seekers and refugees. Many of these refugees see Egypt as a transit country until they have the means to make an onward journey or to be resettled in the EU, US, Australia, or Canada. However, many of them end up staying in Egypt for years, contributing to the local economy. One impact of COVID-19 is that many of those waiting to be resettled, have now been left in limbo in their country of asylum. While the International Organisation for Migration (IOM) and UNHCR recently announced the re-opening of international resettlement, many travel restrictions remain in place.

In March 2018, the Expert Group on Refugee and Internally Displaced Persons (IDP) Statistics (ERGIS) released detailed reports on the status of refugee and IDP statistics and challenges in compiling these statistics. The reports made many valuable recommendations for how to increase the quality and quantity of migration data, but several recent developments highlight the need to also be more transparent about the types of uncertainty that exist in our measurements.
Uganda announced in October that a recent census had revealed that it currently hosts 1.1 million refugees, not 1.4 million as had previously been believed. IOM data on displacement from Mosul in Iraq during the 2016-2017 military offensive to retake the city from ISIS forces show a sudden jump in the estimate of IDPs due to a counting adjustment. Fabrice Balanche notes that UNOCHA decreased its estimate of Syrian IDPs from 7.5 million to 6.5 million during the fall of 2015, simply due to blatant overestimates that it knew were being provided.
Uncertain estimates even exist in refugee camps, where there are large numbers of humanitarian personnel. Officials in Jordan’s Zaatari refugee camp have significantly revised its estimated population multiple times after new counts. For example, the REACH initiative conducted a camp census from December 30, 2014 through January 18, 2015, and counted 7 954 fewer people in the camp than during the June 2014 count. On July 10, 2018, UNHCR deactivated nearly 11 000 camp registrations due either because they were absent from the camp, they were bailed out, they had registered elsewhere in an urban location, or they had returned to their country of origin. 2015 was a year of big promises: eradication of global poverty, delivery of more effective development finance and calls for resolute action against climate change, all for a better world by 2030. But with growing concerns about inequalities at home, and rising protectionism and unilateralism abroad, the last few months cast some doubts about whether OECD countries still firmly stand behind their commitments.
The latest OECD figures on international aid are reassuring: 2016 preliminary data on Official Development Assistance (ODA) provided by OECD Development Assistance Committee (DAC) countries reveals yet another increase in aid volumes, reaching the highest levels on record. This is an 8.9% increase in real terms. Indeed, since the adoption of the Millennium Development Goals in 2000, ODA volumes have more than doubled. It is also positive to note that support to multilateral agencies has increased, reflecting the vital role played by multilateral aid in responding to the global challenges that require collective responsibility.
